BRIEF HISTORY
ETA THETA SIGMA CHAPTER
After applying to the National Headquarters in Washington, DC, a Charter was granted on May 27th, 1980. The Charter Members were Robert L. McLean, Edward R. Mason, Landa D. Bethea, Horace F. Shepard, and Robert C Green, Jr. The Chapter was designated as the Eta Theta Sigma Chapter of Phi Beta Sigma Fraternity, Inc. of Jacksonville, North Carolina. Robert L. McLean was a teacher at Northwoods Park Middle School, Edward R. Mason was the Vice Principal at White Oak High School, Landa D. Bethea was a Math teacher at Southwest High School, Horace F. Shepard was a Business Education teacher at Jacksonville High School, and Robert C. Green, Jr. was a Retired Marine, Minister, and Social Studies teacher at Lejeune High.
Chapter Position Details
President
The President shall be the chief executive of the Chapter. He shall appoint all persons and committees not otherwise provided for in this constitution and bylaws; he or his appointed representatives shall represent the Chapter at all Pan-Hellenic council meetings; he shall act for the Chapter between meetings as chair of the executive committee; he shall preside at all Chapter and executive committee meetings; and he shall do all other things generally done by the office of the President; he shall be an ex-officio member of all committees. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Immediate Past President
The Immediate Past President serves as a voice of council and advisor to the current President. The Immediate Past President provides institutional knowledge regarding business practices, policies, and past decisions to the Executive Board. In the event the President needs someone to represent him, he may call upon the Immediate Past President to represent the Chapter. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

First Vice-President
The 1st Vice President shall assume the office of the President in the event of the death, resignation, or removal of the President. He shall preside at all meetings of the Chapter and the executive committee in the absence or disability of the President, except as outlined in paragraph 1, section II of these bylaws. The Vice President shall be the Director of the Crescent Club. He shall serve as a member of the executive committee. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Second Vice-President
The 2nd Vice President shall assume the office of the 1st Vice President and the President in the event of the death, resignation, or removal of the 1st Vice President or President. He shall preside at all meetings of the Chapter and the executive committee in the absence or disability of the 1st Vice President and the President. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Secretary
The Secretary will keep record of all proceedings of the Executive Board and the Chapter Meetings, he will keep a record of the membership of the Chapter, will work in conjunction with the Treasurer regarding financial matters and required to be bonded. The Secretary will deliver to the Executive Board, Chapters, and Members-at-large of the Chapter copies of the minutes of the Chapter or Executive Board meetings. He will receive, transmit, and disseminate pertinent correspondence as directed by the President and the Executive Board. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Treasurer
The Treasurer is the Chief Custodian of all funds of the Chapter. He will be the Chief Spokesman for all financial issues of the Region. He is the keeper of contracts regarding monetary transactions and has the responsibility of issuing financial statements to the Executive Board. The Treasurer has a mandate to inform the membership and the Executive Board of all issues that may impact the financial health of the Chapter. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Director of Bigger Better Business
The Director of Bigger and Better Business will formulate, direct, and supervise the Bigger and Better Business program of the Chapter, and will seek out various sponsorships to support chapter operations. The Director will cooperate with the membership in developing programs on the local level. He shall familiarize himself with the Constitution and Bylaws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Director of Education
The Director of Education will supervise and direct the educational programs of the Chapter. The Director will cooperate with chapter in developing programs on the local level, the director will also make recommendations to the Executive Board regarding educational disbursements or scholarships. He shall familiarize himself with the Constitution and By- Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Director of Social Action
The Director of Social Action will direct the social action programs of the Region. The Director will cooperate with chapter in developing programs on the local level. The Director will appear at such legislative and administrative hearings conducted by federal or state legislatures or agencies as he deems of significant concern to the membership of the community and will do all other things necessary to advance the civil and human rights of the membership. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Director of Sigma Beta Club
The Director of the Sigma Beta Club shall supervise and direct the Sigma Beta Club. He will develop programs/activities for the SBC which will foster leadership and social skills. He shall submit a monthly written report to the President and Secretary. He shall contact the State, Region, and National Directors of SBC to ensure the Chapter is compliant with all directives pertaining to his position. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Director of Publicity, Technology, & Innovation
The Chief of Publicity, Technology, & Innovation is responsible for the dissemination of information regarding the purposes and programs of the Chapter & is the chief architect of the technology that holds our Chapter enterprise together. The Chief will encourage the members to report activities to his office and will serve as an advisor of publicity of programs and the organizations image on social media and other news outlets. The Chief will lead a division of Social Media Specialists and Advertisement Coordinators & responsible for testing new products, fixing issues with current technology owned by the Chapter, website modifications, and tech support to the members. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Chaplain
The Chapter Chaplain will serve as a nondenominational, nonsectarian spiritual head of the Chapter. He will open and close all meetings of the Chapter Board and meetings in prayer and recite prayers at ritual ceremonies and prior to all meals. He or a representative appointed by him shall visit sick and inform members and the President whenever needed. He shall continually support and respond to the spiritual and emotional concerns and needs of members and unite members in recognition of their creator and reverence toward creation and the sacredness of their faith. He shall make members including the Chapter President aware of a member’s passing and make the necessary arrangements to plan and execute an Omega Chapter Ceremony, along with the chapter members of the deceased member. He shall familiarize himself with the Constitution and By-Laws of the National Fraternity, Southeastern Region, State of North Carolina, this Chapter’s Constitution and By-Laws, and the Fraternity’s Protocol Manual.

Director of Sigma/Zeta Relations
The Director of Sigma/Zeta Relations will serve as the liaison between this chapter and the local Zeta Phi Beta Sorority, Inc. graduate chapter and any other graduate chapter of Zeta Phi Beta Sorority, Inc. in the surrounding areas. He shall work with the liaison of the local Zeta gradate chapter to formulate, direct, and supervise joint programs. He shall maintain open, respectful, and active communications with the local Zeta graduate chapter regarding opportunities for joint events such as service projects, social engagements, and other activities between the two organizations. He shall share information approved by the Chapter and/or Executive Board as well as disseminate information from the local Zeta Chapter back to the Sigma Chapter. He shall submit a written report to the President and Secretary prior to the monthly meeting with any new or updated information and be prepared to make an oral report to the general body at such meeting.

BRIEF HISTORY
PHI BETA SIGMA FRATERNITY INC.
Phi Beta Sigma Fraternity was founded at Howard University in Washington, D.C., January 9, 1914, by three young African-American male students. The Founders, Honorable A. Langston Taylor, Honorable Leonard F. Morse, and Honorable Charles I. Brown, wanted to organize a Greek letter fraternity that would truly exemplify the ideals of brotherhood, scholarship, and service.
The Founders deeply wished to create an organization that viewed itself as “a part of” the general community rather than “apart from” the general community. They believed that each potential member should be judged by his own merits, rather than his family background or affluence…without regard to race, nationality, skin tone or texture of hair. They desired for their fraternity to exist as part of an even greater brotherhood which would be devoted to the “inclusive we” rather than the “exclusive we”.
From its inception, the Founders also conceived Phi Beta Sigma as a mechanism to deliver services to the general community. Rather than gaining skills to be utilized exclusively for themselves and their immediate families, they held a deep conviction that they should return their newly acquired skills to the communities from which they had come. This deep conviction was mirrored in the Fraternity’s motto, “Culture For Service and Service For Humanity”.
Today, Phi Beta Sigma has blossomed into an international organization of leaders. No longer a single entity, members of the Fraternity have been instrumental in the establishment of the Phi Beta Sigma National Foundation, the Phi Beta Sigma Federal Credit Union and The Sigma Beta Club Foundation. Zeta Phi Beta Sorority, Inc. founded in 1920 with the assistance of Phi Beta Sigma, is the sister organization of the Fraternity.
